How shall the rights be structured?
Who will have editing rights for

In the proposal it is mentioned that "the user needs another account" for changing and uploading data (and maybe for editing the factsheets).

- We are talking about an open community. Thus, there should be as few permission management as possible. We should consider a scheme close to the user/permission management of a wiki. Everyone can edit, but sheets can be reset to earlier versions.
